Utah's law defines careless driving as committing a moving violation (other than speeding) while distracted by use of a handheld cell phone or other activities not related to driving...

While state laws prohibiting the use of cell phones, texting, GPS, eating, personal grooming, and reading the newspaper or any other thing besides watching the road is well intentioned, the actual enforcement of such laws remain a challenge. Recently the Wilmington Police Department in North Carolina has increased traffic enforcement laws in areas of the city where crime is at its worst.  This strategy is to make police presence clearly known by concentrating patrols in high-crime areas and cracking down on traffic violations to deter thieves and thugs. The GHSA (Governors Highway Safety Association) announced in a May 8 GHSA Press Release that Alabama has become the 38th State to ban texting while driving. That's fantastic! It's hard to imagine any state legislature's reasoning for NOT passing laws prohibiting texting or cell phone usage while driving.
